Abstract

Durante quase 45 anos, o governo interveio no setor lácteo através do tabelamento de preços. Esse processo foi danoso a toda a cadeia agroindustrial do leite, uma vez que os agentes não tinham estímulos a investir em melhorias na produção e qualidade. A exclusão se acentuou após a abertura comercial no início da década de 90, quando os preços passaram a ser determinados pela oferta e demanda. O leite, que já apresentava tendência de queda nos preços, passou a enfrentar forte concorrência com o produto estrangeiro mais competitivo e altamente subsidiado no país de origem, complicando ainda mais a situação do produtor. Vários fatores contribuíram para a queda da rentabilidade da produção: o aumento dos custos e a queda no preço têm pressionado as margens de lucro, que se tornam negativas em determinados períodos. A queda da lucratividade explica a falta de investimento por parte do produtor, que se vê pressionado em duas frentes. Muitas das transformações ocorridas na cadeia produtiva requerem por parte dos agentes, novas estratégias para se manter no mercado, os vários segmentos estão desorganizados entre si e a cadeia não está integrada, sofrendo sérias conseqüências divido a queda no preço, a baixa produtividade do rebanho e os elevados custos de produção. --------------------------------------------------------------During almost 45 years, the government intervined in the milky sector through the price control of prices. This process was harmful to all the agro-industrial chain of milk, a time that the agents did not have stimulatons to invest in improvements in the production and quality. The exclusion if after accented the commercial opening in the beginning of the decade of 90, when the prices had passed to be determined by offer and demand. The milk, that already presented trend of fall in the prices, started to face fort still more competition with the more competitive foreign product and highly subsidized in the native country, complicating the situation of the producer. Some factors had contributed for the fall of the yield of the production: the increase of the costs and the fall in the price have pressured the profit edges, that if become refusals in definitive periods. The fall of the profitability explains the lack of investment on the part of the producer, that if it sees pressured in two fronts. Many of the occured transformations in the productive chain require on the part of the agents, new strategies to remain itself in the market, the some segments are disorganized between itself and the chain is not integrated, suffering serious consequences divides the fall in the price, low the productivity of the flock and the raised costs of production.
