Abstract

O artigo visa refletir sobre a experiência de comercialização de alimentos produzidos pelos agricultores familiares, junto a mercados institucionais locais. O acesso de agricultores familiares aos mercados institucionais de alimentos é fato recente na história do País, e a experiência que se analisa, parte do estudo de caso da atuação do Programa de Aquisição de Alimentos- PAA no município de Tenente Portela-RS.Através do estudo, percebe-se que as ações locais de segurança alimentar promovem o envolvimento dos diversos segmentos (sociais e governamentais), permitindo novas possibilidades de articulação de políticas integradas. Além disso, a experiência de comercialização de alimentos da agricultura familiar com o mercado institucional tem contribuído para o planejamento da produção para novos mercados, como a venda direta dos produtos aos/as consumidores/as através de feiras livres e o mercado da agricultura familiar, possibilitando a geração de renda e melhoria da qualidade de vida. Mas seus efeitos vão além da geração de renda, ele está gerando a segurança alimentar para uma parte da população local, que é beneficiada pela distribuição dos alimentos. Este programa proporciona uma dinamização da economia local, pois assegura que tanto a produção quanto os recursos advindos de sua comercialização sejam consumidos e aplicados no município. Isso também aproxima agricultores familiares e beneficiários urbanos, favorecendo outras formas de cooperação. -------------------------------------------This work aims to reflect on the experience of food commercialization produced by family farmers, with local institutional markets. The access of farmers to the institutional food markets is a recent fact in the history of the Country, and the experience analyzed, it's a part of the study of the Program of Food Acquisition - PAA in Tenente Portela - RS. Through the study, it is perceived that the local actions of food safety promote the involvement of the diverse segments (social and governmental), allowing new possibilities for articulation of integrated policies. Moreover, the experience of food commercialization of family farming with the institutional market has contributed to the planning of the production for new markets, as direct sales of the products to the consumers through free fairs and the market of family farmer, making possible the origination of income and improvement of the quality of life. But its effect go beyond the income origination, it is generating the food security for part of the local population, which is benefited by the distribution of foods. This program provides a boost to the local economy, because it ensures both the production as those arising from their marketing resources are consumed and applied in the city. This program also approaches family farmers and urban beneficiaries, favoring other forms of cooperation.
