Zona De Transição Em Londrina-Pr: As Questões Urbanas E Rurais Na Oferta De Parcelamento De Lotes

Abstract

Entre a área urbana e rural tem-se a zona de transição. A zona urbana compreende as áreas urbanizadas ou em vias de ocupação. Na zona rural se prevê a implantação de equipamentos e empreendimentos considerados necessários à estrutura urbana. Assim a transformação de zona de expansão em zona urbana fica vinculada ao processo de aceitação de loteamentos. As áreas rurais foram transformadas em área de expansão urbana, seja através de alterações dos perímetros urbanos, seja através de ocupações clandestinas na zona rural. Assim questiona-se: De que forma vem sendo feita a expansão da zona urbana? Quais são os reflexos na zona de expansão urbana ou zona rural. Como a população de Londrina se manifesta a respeito dos parcelamentos de lotes urbanos? O objetivo geral deste artigo consiste em apreender os conceitos de áreas urbanizáveis e não - urbanizáveis em Londrina e seus reflexos na zona rural. Especificamente pretende-se: compreender o processo de transformação de zonas de expansão urbana ou zona rural; Identificar qual é a região de abrangência de Londrina. A metodologia consiste na fundamentação teórica e na coleta de dados juntos aos órgãos governamentais e utilizou-se de pesquisa de campo para a confirmação de alguns aspectos sócio-econômicos regionais levantados. A pesquisa empírica foi realizada em Londrina, em janeiro de 2007, através da execução de 1.087 questionários. A população que participou da pesquisa é relativamente jovem recebe até cinco salários mínimos, 42% reivindicam parcelamento e 56,8% comprariam lotes urbanos. O parcelamento de lotes urbanos é uma reivindicação da sociedade de Londrina o que significa redução da área rural e pode levar a ocupação de fundos de vales e invasão de propriedades agrícolas na região. ----------------------------------------------The demographic density is of 259.07 habitants/Km² (IBGE, 2000). The urban area comprehends the urbanized areas or in process of occupation. In the rural area it is expected the implantation of equipments and entrepreneurship considered necessary to the urban structure. The transformation of an expansion area to a urban area is linked to the process of acceptance of divisions of the area in smaller lots. The rural areas were transformed in areas of urban expansion through alterations of the urban perimeters or clandestine occupation. Regarding this, some questions can be made: How the expansion of the urban area is being made? What are the reflexes in the area of urban expansion or rural area? How does the population of Londrina manifest itself about the division of urban lots? The general objective of this article consists in apprehending the concepts of areas that can be urbanized and the ones that can’t be in Londrina and their reflexes in the rural area. It is specifically intended to understand the process of transformation of areas of urban expansion or rural area and to identify which is the area of inclusion of Londrina. This study is a case study. The methodology consisted of the theoretical background and in the collection of data along with government organs; a field research was used for the confirmation of some regional socio-economic aspects. The research was accomplished in Londrina, in January of 2007, through the execution of 1.087 questionnaires. The people that answered the research are reactively young and earn up to five minimum salaries. 42% of them ask for the division and 56,8% of them would buy urban lots. The division of urban lots is a requirement of the people of Londrina, what brings the reduction of rural area and can have as a consequence the invasion and occupation of rural properties of the region.
