Eficiência Como Critério De Tipificação Da Indústria Laticinista Mineira

Abstract

A produção do leite é considerada estratégica na economia nacional, sendo grande geradora de divisas e de empregos. Nesse setor, as mudanças ocorridas com a interrupção da intervenção governamental, a partir dos anos de 1990, foram determinantes para o atual cenário, além disso, o aumento da concorrência doméstica aliada ao processo de globalização dos mercados passou a exigir das organizações maior competitividade e melhor performance na gestão de suas atividades. Assim, para evitar a perda de mercado ou até para garantir a sua sobrevivência, essas organizações têm constantemente buscado formas de melhorar seu desempenho. Neste aspecto este trabalho tem objetivo central de tipificar as indústrias laticinistas do Estado de Minas Gerais em relação ao seu desempenho técnico com foco em aspectos sócio-econômicos, financeiros e de gestão. Foram analisadas 142 indústrias laticinistas, e para mensuração do desempenho foi usada a análise envoltória dos dados. Constatou-se que apenas 10 delas obtiveram máxima eficiência técnica e no caso daquelas que apresentaram ineficiência observou-se que o problema maior não é a escala incorreta de produção, mas sim a ineficiência no uso dos insumos. Em síntese, do total das indústrias analisadas, 7,04% não apresentam nenhum problema; 7,04% apresentam somente problemas de escala incorreta de produção; 2,82% apresentam somente problemas de uso excessivo de insumos; e 83,10% apresentam problemas tanto de uso excessivo de insumos quanto de escala.-----------------------------------------------The milk production is considered as strategic activity in the national economy, since it is an important generator of foreign exchange and employments. From the 90-ies, the changes occurring in this sector due to intervention of the government were decisive for the current scenery. In addition, the increased domestic competition associated to the globalization process of the markets required higher competitiveness and better performance of the organizations concerning to the management of their activities. In order to avoid market loss or even to guarantee its survival, those organizations have constantly been looking for ways to improving their performance. So, this study was carried out to typify the dairy industries in Minas Gerais State, in relation to their technical performance, by focusing on the socioeconomic, financial and administrative aspects. So, a total of 142 dairy industries were analyzed, whereas the data envelopment analysis was used to measure their performance. It was verified that only 10 industries reached the maximum technical efficiency. In the case of those showing inefficiency, it was observed that the main problem is not the incorrect production scale, but the inefficiency in using the inputs. In synthesis, from the total industries under analysis, 7.04% showed no problems; 7.04% showed only problems relative to incorrect scale of production; 2.82% present only problems relative to excessive use of inputs; and 83.10% presented problems relative to excessive use of inputs and scale.
