Abstract

Among Brazilian States, Sao Paulo is in the first position in terms of exportation and second position in terms of production. However, the market-share of the state has been decreasing because larger investments are taking place in the Center-North region of the country. Descriptive statistics, review of the literature and interviews with experts allowed identifying critical aspects of the competitiveness of the beef agri-chain in the State of Sao Paulo. There are unfavorable factors, such as low supply of cattle, fiscal war among states and higher production cost, which prevent competitiveness in the state. However, there are favorable a factors, such as good infrastructure of transport and R&D, trained labor and proximity of the greatest market of the country. Policy recommendations are: support for R&D and technology diffusion; adoption of strategies for value aggregation and certification; improvement of the sanitary control system; and review of the fiscal system.
