Redes De Dominação Em Assentamento De Reforma Agrária

Abstract

Situado na região metropolitana de Porto Alegre, com 376 famílias, Viamão é o maior assentamento do Rio Grande do Sul, apresentando uma diversidade de tipos de agricultores, muito dos quais enfrentam dificuldades de convívio com as várzeas (85% da área), com a Área de Proteção Ambiental – onde está totalmente inserido – e com uma área de preservação integral, interna a ele. A necessidade de disputar a água de irrigação do arroz com o consumo humano da região metropolitana, associada à falta de demarcação de lotes e às dificuldades de sobrevivência nas várzeas sem infra-estrutura levaram grande parte dos assentados ao trabalho não-agrícola fora do assentamento e ao arrendamento da várzea para o cultivo do arroz. Visando reverter isto, o INCRA está investindo em infra-estrutura, estimulando uma inovação institucional para gerenciar a distribuição da água, o distrito, e apertando o cerco na fiscalização. A análise etnográfica permitiu avaliar o processo de construção do distrito, observar a diversidade de interesses em jogo, os recursos e disposições dos agentes sociais, focando na prática do arrendamento – por meio de conjuntos-ação centrados nos arrendatários – e numa clique que comanda as ações da associação dos moradores – responsável pela implantação de parte das políticas do INCRA –, e da associação de arroz orgânico. Estes dois planos de análise permitem observar o modo de funcionamento de uma rede de dominação que controla a alocação de recursos escassos dentro do assentamento (e que o perpassa). ------------------------------------------------Located at Porto Alegre’s metropolitan area, with 376 families, Viamão is the Rio Grande do Sul biggest settlement, presenting a diversity of farmers tipes, many of them facing difficulties in the acquaintance with the wet land (85% of the area), with the Environmental Protection Area – where it’s totally insert – and with an integral preservation area inside it. The need to dispute the water to irrigate the rice with the metropolitan region human use, associated with the absence of parcel demarcation and the difficulties of surviving in the wetland without infrastructure, turned most of the settlers in urban workers who rent the wet land to other rice producers. Aiming to revert this, INCRA is investing in infrastructure, estimulating an institutional innovation to control the water distribution – the irrigation district – and tightening the inspection. The ethnographic analysis has allowed to estimate the process of the district construction, to observe the diversity of interests at play, the dispositions and resources of the social agents, focusing to the renting practice – by means of renter centralized action-ensemble – and to a clique that commands the resident association – responsible for implant part of the public policy – and the organic rice association. These two analysis plans has permited to observe the way that the domination net works and controls the scarce resources inside the settlement (and what goes through it).
