Comunicação Rural On-Line: Promessa De Um Mundo Sem Fronteiras

Abstract

O meio rural experimentou rápidas e drásticas transformações nas últimas três décadas, o que exigiu dos produtores rurais uma mudança de posicionamento e de atitude. A administração do negócio agrícola assumiu caráter empresarial, forçando a profissionalização e o investimento maciço em qualificação, onde se inclui a adesão às novas tecnologias. Todavia, o problema da exclusão digital agravou-se, especialmente, neste meio. Diante disso, a presente pesquisa objetivou analisar as dificuldades na utilização das Tecnologias de Informação e Comunicação – TICs, em um modelo de monitoramento agrícola on-line, o Sistema Irriga®, no contexto da inclusão digital no meio rural brasileiro. O estudo aprofundado desse sistema visou compreender como se deu essa apropriação, com o intuito de favorecer a expansão do mesmo, bem como buscar alternativas para a disseminação das TICs no meio rural. Para a realização da investigação optou-se pela abordagem qualitativa, com estudo de caso. Para o levantamento das informações foram realizadas entrevistas com pequenos e médios produtores rurais usuários do sistema, além da análise das frequently asked questions - FAQ’s e do site do Sistema Irriga®. As respostas obtidas nas entrevistas reiteraram as principais questões levantadas nas FAQ’s e demonstraram que a problemática da difusão de inovações no meio rural decorre, principalmente, de dois fatores: do ponto de vista das TICs, vincula-se às barreiras de conexão no meio rural brasileiro e, do ponto de vista dos produtores rurais, à questão da alfabetização digital. ----------------------------------------------The rural environment has experienced fast and drastic transformations within the last three decades, which demanded an attitude and positioning change from rural producers. Agricultural business administration has assumed an entrepreneurial character, forcing the professionalization and the massive investment in qualification, including the adherence to new technologies. However, the problem of digital exclusion was aggravated, especially in this environment. Given these facts, the goal of the present study was to analyze the difficulties in the use of Information and Communication Technologies – ICTs, in the on-line agricultural monitoring model, the Sistema Irriga- (Irriga System), in the context of the digital inclusion in the Brazilian rural environment. The profound study of such system sought to understand how this appropriation took place, aiming to help its expansion, as well as to look for alternatives on the dissemination of ICTs in the rural environment. A qualitative approach, namely a case study, was chosen to investigate this issue. Interviews with medium and small rural producers users of the system were made to obtain information, as well as the analysis of the Sitema Irriga- website and its frequently asked questions - FAQ’s. The responses obtained through the interviews reiterate the main questions that appeared in the FAQ’s, showing that the problem of the dissemination of novelties in the rural environment is mainly due to two factors: on the ICTs point of view, it is bounded to the connection obstacles in the Brazilian rural environment, and on the rural producers’ point of view, it is due to the digital illiteracy problem.
