Abstract

Este artigo tem por objetivo desenvolver um estudo do processo que envolve a criação de Unidades de Conservação ambiental como fator de encurralamento das populações locais no Norte de Minas, observando os conflitos que decorrem da dinâmica de implantação das Unidades de Proteção Integrais – UPI’s. Desenvolveu-se investigações teóricas e empíricas, da legislação ambiental, do processo de criação de UPI’s na região, aliadas à trabalhos de campo em comunidades atingidas. As conclusões apontam para a necessidade de uma revisão da política ambiental no âmbito da criação de UPI’s como compensação ambiental. As UPI’s se revelam como contraditórias para a efetiva conservação dos recursos naturais. Todavia, as mesmas se mantêm hegemônicas na política de conservação brasileira. O estudo revela, ainda, a posição do Estado como paradoxal, pois ao mesmo tempo em que atua como agente regulador das práticas de conservação defende práticas que resultam em degradação dos recursos naturais.---------------------------------------------This article intend to develop the stud of the process that envolve the units of environmental conservation creation as local population squeezed at Nort of Minas. We observed the conflict that comes from implantation dinamic of “Unidades de Proteção Integrais – UPI’s. we desenvolved theory and empiric inviestigations, of the environment legislation, the creation processo of UPI’s at this área, with field works in the affected comunities. The conclusions points that is necessary a politic environment review In the context of the creation of UPI's environmental as compensation. UPI's is the show as contradictory to the effective conservation of natural resources. However, they remain hegemonicas in Brazilian politics of conservation. The study shows the position of the state as paradoxical, Because at the same time that acts as agent of regulatory practices of conservation Defends practices that result in degradation of natural resources.
