Usinas Públicas: Instrumento De Inclusão De Agricultores Familiares À Cadeia Produtiva Do Biodiesel No Semi-Árido Pernambucano

Abstract

O êxito do Programa Nacional de Produção e Uso de Biodiesel (PNPB), no quesito inclusão social, dependerá da capacidade organizativa dos agricultores familiares. Nessa direção, analisa-se a experiência em curso na região do Semi-Árido pernambucano com a organização de um arranjo produtivo local (APL) para o biodiesel articulado a uma usina pública, com capacidade instalada de 10.000 litros/dia e demanda de matéria-prima de 7.500 toneladas/ano. A viabilidade do arranjo encontra amparo na oferta de tecnologia pelos centros de pesquisa; na estrutura fundiária, e correspondência em disponibilidade de mão-de-obra, onde concorrem 14.732 propriedades/famílias de agricultores, distribuídas nas categorias de minifúndio, assentamentos de reforma agrária, território indígena e pequena propriedade, circunscritas a treze municípios que formam o Consórcio Intermunicipal Dom Mariano congregando 13 municípios no Semi-Árido pernambucano. A aptidão para a produção de mamona na maioria dos municípios está confirmada pelo Zoneamento Agroecológico de Pernambuco (ZAPE) e zoneamento de risco climático formulado pelo Ministério da Agricultura. Fechando o ciclo de exigências para consolidação do Arranjo Produtivo Local, tem-se a oferta de crédito para a atividade, através do PRONAF e a garantia de compra da produção pela Usina Governador Miguel Arraes. Confirmada a quase totalidade dos fatores de produção, o investimento requerido está na formação da capacidade gerencial dos grupos. Metodologicamente, propõe-se a organização dos agricultores em um APL com investimentos na formação da capacidade gerencial dos grupos.----------------------------------------------------------The success of the National Program of Production and Use of Biodiesel (PNPB), in the question of social inclusion will depend on the organizing capacity of the small farmers. Thus, it is analyzed the experience in course in the semi-arid region of Pernambuco state with the organization of a local productive arrangement (APL) for biodiesel, articulated to a public plant, with installed capacity of 10.000 liters/day and demand of 7.500 ton/year of raw material. The viability of the arrangement finds support in offers of technology for the research centers; in the agrarian structure, and correspondence in man power availability, where 14,732 properties of small farmers are distributed in the categories of mini properties, nesting of agrarian reform concur, aboriginal territory and small property, circumscribed to thirteen cities that form the Dom Mariano intermunicipal trust, congregating 13 cities in the semi-arid region of Pernambuco state. The aptitude for the production of castor oil in the majority of the cities is confirmed by the agro-ecological zoning of Pernambuco state (ZAPE) and of climatic risk zoning formulated by the Ministry of Agriculture. Closing the cycle of requirements for consolidation of the Local Productive Arrangement, it is offered credit for the activity, through the PRONAF (national program for the improvement of family agriculture) and the guarantee of purchase of the production for the Governor Miguel Arraes Plant. Confirmed almost the totality of the production factors, the required investment is in the formation of the management capacity of the groups. We intend the organization of small farmers in productive groups and the integration of the groups in the local productive arrangement by the Agrarian development Ministry. The investments required initially will be destined to the formation of the management capacity of the groups.
