Eficiência Econômica Das Políticas De Microcrédito Rural No Estado De Mato Grosso Do Sul

Abstract

O estudo teve como objetivo geral mostrar que há uma relação histórica e teórica para explicar a dificuldade de implementar uma política de crédito para a agricultura familiar e que isso incorre em limitação de seu acesso e aumenta os custos da intermediação financeira. Verificou-se que os programas de crédito como essenciais assim como em qualquer atividade produtiva, mas que especificamente no caso das atividades produtivas rurais tomam características próprias dadas à especificidade do público alvo dos programas e a difícil acessibilidade aos modos comuns de crédito existente no mercado financeiro; procurou-se averiguar que assimetrias de informação nesse contexto está associada ao próprio risco da atividade e fortalece a lógica de exclusão do mercado. A metodologia utilizada foi do tipo descritivo e quantitativo com fórmulas matemáticas de comparação dos empréstimos dado um histórico de contratação. Concluiu-se que os tomadores de crédito com mais garantias estão menos sujeitos à exclusão financeira, que houve uma involução recente no volume de contratos para tomadores de baixa renda e por fim, que os custos para operar o microcrédito é alto, mas o modelo de contratação é válido e eficiente se comparado aos demais existentes. ------------------------------------------------By using a large bibliographical review, this paper promotes the discussion about the microcredit programs available in the banking system and it shows that there is a logic both historical and theoretical that explain the lack of efficient microcredit programs. The study considers the microcredit programs as essential just like in any productive activity, but when it comes down to rural productive activities, they take peculiar characteristics, given all the specific aspects of the aimed public and the difficult access to the common ways of credits existant in the financial market, this paper tries to analyse the fact that the lack of information symmetry in this context is associated to the own riscs of the activity and it invigorates the idea of market excusion. The difficulties in this process go from the decrease of the operation agents in thie modality of microcredit to the financial costs involved. The most organized means of production tend to be less rejected in this market, due to the hiring background, yet, in the microcredit conception of social policies the contract models with less value are best to give reason to the financial public expenditure, related to the value of the equalizations and high spread payment in order to force the commercial banks to work with this modality of credit. In this kind of contract the program reveals itself as relatively favourable to the rural producer if compared to other sources such as FCO from Banco do Brasil.
