Elementos Para A Análise Das Defesas De Interesses Articulados Ao Complexo Agroindustrial Do Fumo

Abstract

O artigo apresenta as contribuições do Direito, Ciência Política e Agricultura Sociológica para compreender melhor as relações que se estabelecem entre os atores do CAI do fumo e o Estado brasileiro no que concerne à formulação de políticas públicas para o referido setor. Para tanto, num primeiro momento esboça-se o quadro explicativo das articulações de interesses a partir desses aportes interdisciplinares. Posteriormente passa-se ao estudo mais pontual dos atores e articulações de interesse no âmbito do setor fumageiro no Brasil. Tal abordagem permitiu constatar que as análises existentes fornecem bons elementos para a compreensão da articulação de interesses no CAI do fumo, possibilitando a identificação da existência de forte integração de capitais neste complexo em função da organização da produção/produtores nos diferentes níveis e em suas relações estreitas com o Estado. Não obstante, foi constatada a falta de um modelo de abordagem que permita evidenciar e avaliar as influências do ambiente internacional sobre as articulações de interesses, revelando uma debilidade pontual da doutrina que merece posteriores desenvolvimentos e deve ser considerada quando da avaliação da formulação de políticas públicas para o setor.-----------------------------------------------------This paper presents the contributions of Law, Political Science and Sociological Agriculture to a better compreention of the existing relations between the actors of the tobacco agribusiness and the brasilian State related to the formulation of public policies to the sector. For that, in a first moment is draw the explanatory board of the interests articulations from the perspective of these interdisciplinaries approaches. Subsequently the actors and articulations of interests of the brasilian tobacco sector are punctually studied. Such approach let verify that the existent analysis provide good elements to the comprehension of interests articulations in the tobacco agribusiness, making possible the identification of the existence of a high capital integration in this agribusiness originate from the producers/producing organization in different levels and in their closed relations with the State. In spite of this it was verified the lack of a model of approach that allows to make clear the influences of the international environment on the interests articulations, revealing a punctual debility in theory that deserves posterior studies and that must be consider for the formulation of public policies to the sector.
