Abstract

O presente artigo estabelece uma discussão a respeito do Programa Nacional de Produção e Uso do Biodiesel (PNPB). Mesmo reconhecendo seu mérito enquanto mecanismo de preservação de recursos não-renováveis, pretende-se destacar que o Programa pode gerar externalidades ambientais e sociais negativas. Considera-se que tais externalidades decorrem principalmente da expansão das monoculturas. O PNPB acaba contrariando o esforço de atores locais/regionais no noroeste do estado do Rio Grande do Sul que buscam disseminar tanto a idéia da diversificação produtiva quanto da pluriatividade nas pequenas propriedades familiares. Por isso, será apresentada uma experiência local/regional que propõe a instalação de microdestilarias de álcool no noroeste do estado, as quais são motivadas por outra lógica sócio-econômica e ambiental, cuja marca é a valorização das especificidades territoriais locais/regionais.---------------------------------------This paper provides a discussion about Programa Nacional de Produção e Uso do Biodiesel (PNPB). Even acknowledging PNPB merit’s of preservation mechanism of non-renewable resources, we are intended to emphasize that the program can generate negative social and environmental externalities. It is considered that such externalities arising mainly from monocultures expansion. The PNPB countering local/regional actors efforts in Rio Grande do Sul’s northwestern state seeking disseminate the productive diversification and pluriativity in small family properties. So, we will be presented an local/regional experiment which proposes the installation of alcohol micro-destillery in the northwestern state, motivated by other socio-economic and environmental logic whose brand is the valuation of the respective local/regional especificity.
