Abstract

The great concentration of poverty in the main Brazilian metropolis has given origin to that known as dual space: on one hand, the formal city which concentrates the public investments, and on the other hand, the informal city excluded from the equivalent benefits. Due to the social differences caused by this city model, the concept of participative management of public spaces has gained evidence, which has as objective to promote the sustainable local development. In this sense, this paper presents the results of the participative assessment of the Benfica neighborhood, in Fortaleza-CE, that constitutes itself as the first phase for building a Local Agenda 21.
