O Desafio da Transversalidade e Equidade de Gênero e Raça nas Políticas Públicas: Estudo do Orçamento do Município de Cuiabá no ano de 2005

Abstract

Este estudo buscou avaliar a contribuição dos programas desenvolvidos com a intenção de reduzir as desigualdades no município de Cuiabá, em 2005, e seu impacto sobre a pobreza. E teve por objetivo conhecer o orçamento municipal, a partir de uma análise transversal de gênero e raça, tendo como marco legal os programas contidos no Plano Plurianual (PPA 2002-2005), dado seu caráter estratégico no processo de planejamento-orçamento, e na concepção e formulação das políticas públicas, que incorporam em seu corpo conceitual e metodológico a busca pela eqüidade de gênero e raça com vistas a corrigir as desigualdades que se manifestam na sociedade entre homens e mulheres de diferentes grupos raciais/étnicos. Apresenta um diagnóstico, em que mapeia e caracteriza a população residente na capital mato-grossense. Caracterização esta, realizada através de uma sistematização e análise estatística e descritiva dos microdados amostrais do Censo Demográfico, para o ano de 2000, e também das informações anuais da PNAD (Pesquisa Nacional por Amostra de Domicílios), ambos produzidos pela Fundação Instituto Brasileiro de Geografia e Estatística (FIBGE).-------------------------This study seeks to assess the contribution of the programs developed with the intention to reduce the disparities in Cuiabá in 2005, as well as their impacts upon the poor people. Therefore, this research aims to analyze the budget of Cuiabá city, in 2005, from a transversal analysis of gender and race, using as a legal mark the programs within the Pluriannual Plan (PPA 2002-2005), giving an strategic feature to the planning-budget process, and, consequently, to the conception and formulation of the public policies. The public policies that incorporate the search for gender and race equity in its conceptual and methodological heartwood, aim to correct disparities which disclose in the society among men and women from different racial groups. A diagnosis was prepared with the purpose to map and characterize the population which live in Cuiabá, by an investigation that was developed according to a systematization and a statistical and descriptive analysis of the sample micro data from the Demographic Census, for 2000, and also of the annual information from PNAD (National Research per Dwellings’ Samples), both produced by the FIBGE (Brazilian Institute of Geography and Statistics Foundation).
