Um Estudo sobre a Pobreza Rural com Abordagem Multivariada

Abstract

É realizada a aplicação de uma metodologia para a construção de um índice de pobreza multivariada abrangendo um conjunto de variáveis que vão além do conceito de insuficiência de renda (considerado em medidas de pobreza unidimensionais), incluindo condições domiciliares, de saneamento, de mercado de trabalho e de educação. Comparam-se os resultados obtidos por esta metodologia e aqueles obtidos pela construção de um índice de pobreza unidimensional para os anos de 1995 e 2004, considerando-se as Unidades da Federação do Brasil. O principal aspecto relevante encontrado é que os indicadores de pobreza multivariada têm um ordenamento bastante distinto para as Unidades da Federação quando comparados com o ordenamento do indicador de pobreza baseado na insuficiência de renda, principalmente para o ano de 2004. Esta conclusão nos permite avaliar a elevada importância em continuar pesquisas neste tema, já que políticas públicas eficientes no combate a pobreza rural devem levar em conta todas as dimensões aqui tratadas.---------------------------------------------------------------------------------It held the application of a methodology for the construction of an poverty multivariate index covering a set of variables that go beyond the concept of insufficient income (considered in one-dimensional measures of poverty), including household conditions, sanitation, labor market insertion and education. We compare the results obtained by this method and those obtained by the construction of a one-dimensional poverty index for the years 1995 and 2004, considering the Federative Units of Brazil. The main issue is found that indicators of multivariate poverty have a very distinct ranking for Federative Units when compared with the ranking of the poverty indicator based on the income insufficiency, especially for 2004. This finding allows us to evaluate the high importance to continue research on this issue, since effective public policy in combating rural poverty must take into account all dimensions treated here.
