Bioenergia Uma análise comparada entre as políticas para o etanol e o biodiesel e de suas perspectivas

Abstract

Este texto pretende comparar as políticas de o incentivo à produção de etanol e biodiesel no Brasil e no mundo, mostrando como este último pode evitar os erros recorrentes do primeiro e permitir um desenvolvimento econômico e social mais eqüitativo. Ressalta-se que o etanol teve uma trajetória baseada na grande escala e nos ganhos de produtividade, mas não deu atenção a questões como as de desenvolvimento econômico e social no âmbito regional. O Programa Nacional de Biodiesel tem a preocupação com o fornecimento de matérias-primas a partir da agricultura familiar, mas dá pouca atenção a questões como o uso local do biodiesel para geração de energia, algo que está na pauta de políticas regionais e locais que estão começando a serem implementadas. This text intends to compare the politics of the incentive with the production of etanol and biodiesel in Brazil and the world, being shown as this last one can prevent the recurrent errors of the first one and allow more equitable a economic and social development. It is standed out that etanol had a trajectory based on the great scale and the profits of productivity, but did not give to attention the questions as of economic and social development in the regional scope. The National Program of Biodiesel has the concern with the supply of raw materials from familiar agriculture, but of the little attention the questions as the local use of biodiesel for generation of energy, something that is in the guideline of regional politics and local that is starting to be implemented.
