L’agro-écologie peut-elle se passer des normes ? Commentaire à partir du rapport INRA/CGSP

Abstract

En s’appuyant sur le rapport INRA/CGSP, l’article interroge la complémentarité entre performances économiques et environnementales en agriculture conventionnelle, dans l’objectif de savoir si un développement volontaire de l’agro-écologie est envisageable ou pas. L’analyse du rapport montre que les performances économiques et environnementales sont antagonistes pour un premier groupe de pratiques agricoles à effet environnemental fort. La « double performance » est affirmée dans le rapport pour un deuxième groupe de pratiques, mais sans preuves suffisantes. Par ailleurs, l’analyse de la littérature économique indique que l’innovation environnementale est induite par les signaux de prix et de rareté créés par la politique environnementale. L’article conclut que le développement de l’agro-écologie ne peut reposer sur une démarche volontaire.
