Nahrungsmittelkrise: Protektionismus und Marktreaktionen in osteuropäischen "Getreidenationen"

Abstract

Die großen östlichen „Getreidenationen“ Russland, Ukraine und Kasachstan verfügen über erhebliche Ausbaupotenziale im Getreideanbau, deren Nutzung zur weltweiten Ernährungssicherung beitragen könnte. Um diese umsetzen zu können, sind neben dem Abbau von Defiziten in der Infrastruktur vor allem verlässliche langfristige Agrarpolitiken notwendig. Am Beispiel des staatlichen „Krisenmanagements“ Russlands, der Ukraine und Kasachstans in der Nahrungsmittelkrise 2007/2008 lässt sich zeigen, dass unüberlegte politische Eingriffe wie Exportrestriktionen und Preiskontrollen die Funktionsfähigkeit von Märkten erheblich beeinträchtigen können.
