Methoden Zur Bestimmung Der Schattenwirtschaft In Der Lebensmittelwirtschaft Ungarns

Abstract

Gegenstand dieses Beitrages ist die Schattenwirtschaft in der Lebensmittelwirtschaft Ungarns, die in den letzten Jahren erschreckend zugenommen hat. Es werden dabei verschiedene Ansätze und Methoden vorgestellt, mit denen die illegalen Tätigkeiten, die die Unterschlagung und Vertuschung von Einkommen und die Minimierung der Abgaben an der Staat zum Ziele haben, nachgewiesen, oder geschätzt werden können. Dabei wird auf Grund der Größe und des Gewichts der illegalen Wirtschaft innerhalb dieses Sektors in erster Linie mit Produktfluss- und Bottom-up-Methoden gearbeitet. Im Außenhandel, wo besonders der Mehrwertsteuerbetrug zugenommen hat, werden mit Hilfe von Einfuhr- und Ausfuhrdifferenzen, sowie Asymmetrie-Indikatoren die Größe der Steuerlücke und die wichtigsten Relationen bestimmt, bei denen sehr wahrscheinlich mit Betrugsfällen gerechnet werden muss. Aufgrund der Ergebnisse der Studie werden am Schluss einige Empfehlungen an die Politik abgeleitet.
