KAPITALDECKUNG IN DER LANDWIRTSCHAFTLICHEN UNFALLVERSICHERUNG. FINANZIELLE FOLGEN EINER ABLOSUNG DES UMLAGEVERFAHRENS 2008 - 2036 (German)

Abstract

Untersucht werden die finanziellen Folgen einer Umstellung der Finanzierung der landwirtschaftlichen Unfallversicherung (LUV) von einer Umlagefinanzierung auf eine Kapitaldeckung (Rentenwertumlageverfahren). Der Vergleich der Finanzierungssysteme wird auf die Option einer jährlichen Ausfinanzierung künftiger neuer Dauerrenten bezogen und in verschiedenen Varianten (Rentenzugang, Rentendynamisierung, Realverzinsung sowie ein Rückgang des Rentenvolumens durch die geplante Reform der gesetzlichen Unfallversicherung) von 2008 bis 2036 berechnet. Alle Varianten zeigen, dass die Einführung eines Rentenwertumlageverfahrens kurz- und mittelfristig Mehraufwendungen verursacht und erst langfristig zu Einsparungen führt. Eine "Win-Win-Situation" für Beitragszahler und Bund durch Einführung einer Kapitaldeckung bei der Finanzierung der LUV ist daher nicht zu erwarten.
