Diagnóstico de un sistema territorial agroalimentario. Metodología de trabajo y resultados obtenidos en un área piloto

    Abstract—Ugarteche y El Carrizal constituyen territorios con fisonomía netamente agraria, están dotados de un conjunto de atributos que son valorados como positivos para el crecimiento agrícola y con una serie de limitaciones que es necesario tener en cuenta para garantizar su sustentabilidad. Planificar el futuro requiere reconocer las principales variables que determinan el comportamiento del sistema territorial, conocer y analizar la forma en que se vinculan hasta alcanzar valor explicativo. Los interrogantes planteados en la etapa de diagnóstico son los siguientes: a- Cómo se comporta el territorio y por qué b- para qué sirve c- dónde se localizan las variables determinantes y en qué magnitud. d_Quiénes determinan el comportamiento del sistema. Para responder a ellos se aplicaron procedimientos tales como zonificación, determinación de la Capacidad de Acogida, Matriz FODA, árbol de problemas e identificación de actores El objetivo del presente es seleccionar, aplicar, ajustar y evaluar procedimientos adecuados para el diagnóstico territorial de áreas rurales bajo riego a la zona de estudio.
