State-Level Water Project Evaluation: The Role of Input-Output Analysis

Abstract

The proper role and use of benefit-cost analysis and input-output analysis in state-level project evaluation is critically examined. Benefit-cost provides an appropriate measure of welfare change, while input-output models yield results that are difficult to interpret, since returns to individual primary factors cannot be segmented.
