Impact Ex-ante de la Strategie Nationale pour le Developpement de la Riziculture au Benin

Abstract

La production locale de riz peine à satisfaire la demande de riz au Bénin. En 2011, le gouvernement du Bénin a élaboré une Stratégie Nationale pour le Développement de la Riziculture (SNDR) en vue d’accroître la production, améliorer les revenus des riziculteurs et dégager des surplus pour l’exportation. Ce papier se propose d’évaluer l’impact ex-ante de la SNDR sur la production de riz et sur le revenu des riziculteurs. Les résultats des estimations économétriques montrent que l’offre totale de riz est inélastique au prix de vente du paddy, au prix des engrais minéraux et au coût unitaire de la main-d'oeuvre salariée. Le revenu rizicole est élastique au prix de vente du paddy. D’après les résultats des simulations, les politiques d’accès aux semences améliorées et de subvention du prix des engrais sont les moins couteuses et les plus efficientes en termes d’amélioration de l’offre de riz et du revenu rizicole.
