Faire du DTS le principal actif de réserve international

Abstract

Dans sa conception actuelle, le Droit de Tirage Spécial (DTS) peut se définir comme un actif international, émis par le Fonds Monétaire International (FMI) et qui circule entre banques centrales. Dans ce texte nous verrons que le DTS posséde de puissants atouts qui pourraient lui permettre de prétendre à un rôle central dans le Systéme Monétaire International mais que, pour ce faire, certains ajustements devraient être apportés à son mode de fonctionnement et que la promotion du DTS comme le principal actif international de réserves, une évolution à la fois possible et souhaitable, nécessite une volonté politique qui ne s'est guére manifestée jusqu'ici.
