Abstract

L'objectif principal de ce papier est de mettre en évidence le rôle de la politique économique et des facteurs institutionnels dans le développement des marchés obligataires en monnaie locale dans les pays de la zone Franc CFA. Nous constatons d’une part que ces pays ne remplissent pas la plupart des préconditions macroéconomiques et microéconomiques, d’autre part que l’état actuel des facteurs institutionnels est un frein au développement de leurs marchés. L’analyse économétrique par la méthode des moments généralisés sur les pays de l’UEMOA montre l’existence de distorsions dans la mobilisation de l’épargne à travers le marché obligataire. L’analyse montre également que les émissions de titres servent essentiellement à financer les déficits budgétaires, et suggère que l’amélioration du cadre institutionnel, l’adoption et la mise en oeuvre de meilleures politiques économiques favoriseraient le développement du marché obligataire domestique.The main objective of this paper is to analyze the role of economic policy and institutional factors in the development of local currency bond markets in the CFA Zone. We note firstly that these countries do not meet most of the macroeconomic and microeconomic preconditions, secondly that in the current situation institutional factors do not favor the development of bond markets. Using the generalized method of moments (GMM), the econometric analysis of the WAEMU countries shows distortions in domestic savings mobilization through the bond market, and suggests that bond issuances are primarily aimed to finance budget deficits. Finally, the paper suggests that an improvement of the institutional framework and a better combination of policies would promote the development of domestic bond market significantly..
