Abstract

Pese a que los programas de apertura comercial externa, des-regulación de mercados y privatización de la actividad productiva fueron aplicados por los distintos países Latinoamericanos en diferentes momentos del tiempo – Chile comenzó sus esfuerzos en este sentido en los años 1970, mientras que Brasil solo lo hizo en los años 1990 – y pese, también, a que hubo avances y retrocesos en la aplicación de los mismos– Chile o Argentina dieron un paso atrás en 1981/82, durante la Crisis de la Deuda, volviendo a levantar aranceles de importación – desde una perspectiva amplia podemos decir que en el curso de las ultimas cinco décadas los países de la región han intentado organizar la actividad económica en base a dos grandes “regímenes” de política publica, de naturaleza casi antagónica.
