Abstract

В статье рассматривается вопрос о том, как государства-участники могут использовать ОБСЕ в качестве форума. Опираясь на опыт других международных организаций и историческую эволюцию СБСЕ–ОБСЕ, в статье сформулированы рекомендации относительно того, как государства-участники могут использовать эту функцию для снижения напряженности и подготовки к будущему. Основное внимание уделяется тому, как убедить Россию в том, что она не сможет достичь своих целей применением силы, и в то же время стимулировать ее к дальнейшему участию в ОБСЕ.
