Makroekonomski učinci fiskalne politike u malim otvorenim gospodarstvima

Abstract

Teorijski modeli i empirijska istraživanja upućuju na to da otvorenost gospodarstva može imati značajne učinke na stabilizacijske mogućnosti fiskalne politike. Uvozna ovisnost cjelokupnog gospodarstva, uvozna ovisnost same državne potrošnje, supstitutivnost domaćih i inozemnih proizvoda, tečajni režim (koji određuje policy mix između fiskalne i monetarne politike) te veza između fiskalnog deficita i trgovinskog deficita samo su neka od obilježja otvorenih gospodarstava koja mogu značajno utjecati na veličinu fiskalnih multiplikatora i makroekonomske učinke fiskalne politike. U ovom radu se daje sažet pregled teorijske i empirijske literature o makroekonomskim učincima fiskalne politike u malim otvorenim gospodarstvima, s posebnim naglaskom na istraživanja za Hrvatsku. Zaključci rada upućuju na to da se u diskusijama o fiskalnoj politici u Hrvatskoj uvijek mora voditi računa o činjenici da je Hrvatska malo i otvoreno gospodarstvo, s relativno visokim javnim dugom. Takve osobine hrvatskoga gospodarstva za nositelje fiskalne politike predstavljaju značajne izazove.
