Potencijali i ograničenja primjene kružne ekonomije u kontekstu održivoga razvoja Hrvatske

Abstract

Vraćanjem u proizvodni ciklus na kraju uporabe, kružna ekonomija nastoji zadržati vrijednost proizvoda, materijala i resursa što je duže moguće, pri čemu se minimizira stvaranje otpada. Kružna ekonomija razvila se kao odgovor na ograničenja linearne ekonomije te predstavlja novi pristup funkcioniranja gospodarstva koji pruža potporu održivome razvoju. Cilj ovoga rada jest ukazati na moguće prednosti koje bi primjena načela kružne ekonomije ostvarila u hrvatskome gospodarstvu, ali i ukazati na postojeća ograničenja prilikom tranzicije na takav model gospodarstva. Prednosti koje novi model gospodarstva donosi očituju se u povećanju produktivnosti resursa, smanjenju štetnih utjecaja na okoliš, smanjenju ovisnosti o uvozu sirovina, otvaranju novih radnih mjesta, povećanju konkurentnosti gospodarstva i poticanju održivoga gospodarskog rasta. Na putu prema održivome razvoju, Hrvatska mora prevladati ograničenja koja proizlaze iz nedovoljno usklađenoga regulatornog okvira i politika za promicanje kružne ekonomije, nedostatne infrastrukture za povećanje korištenja vrijednih sekundarnih sirovina i smanjenje odlaganja otpada te nedovoljne informiranosti javnosti o prednostima kružne ekonomije i održivoga sustava gospodarenja otpadom.
