Abstract

Zajednička poljoprivredna politika (CAP) prolazi kroz značajne reforme od svog početka djelovanja 1962. godine. CAP je bila uspješna sve do 80-tih godina kada je EU dostigla sve veću samodovoljnost u proizvodnji glavnih poljoprivrednih proizvoda te povećavala svoj izvoz uz pomoć subvencija. Neke razvijene zemlje u EU su provodile uspješno agrarnu politiku te postigle okrupnjavanje posjeda iznad 100 ha dok je proces okrupnjavanje poljoprivrednih posjeda tekao mnogo sporije kod perifernih zemalja članica. Reforme CAP-a su bile odgovor na proračunsku krizu i dovele su do povećane ovisnosti izravnih plaćanja i smanjenja cjenovne potpore farmerima. Dohodak je porastao više u novim članicama EU nego u starim od 2001. do 2005. te se profi tabilnost poljoprivredne proizvodnje počela približavati onoj u starim članicama. Na takve trendove utjecao je u značajnoj mjeri porast subvencija novim članicama te je udio subvencija u dohotku EU-27 porastao sa 29% u 1998. na 38% u 2006. godini.
