Abstract

In recent years, it has become popular among governments in the US, Europe, the Middle East, and Asia to announce ambitious government investment programs focused on specific technologies. These programs span from crypto to Artificial Intelligence and from quantum computing to renewable energy. They are often accompanied by substantial investments, attracting entrepreneurs and companies to establish themselves. Switzerland takes a different approach. The Swiss national parliament firmly believes that business innovation should be left to private enterprises. In other words, the government should not hinder progress or innovation with large investment programs. This belief is grounded in two principles: first, the government should remain neutral towards different technologies, avoiding favoritism towards any particular sector. Second, it holds that economic policy should take a subordinate role to market forces…
