Technological Sovereignty of Russia: Internal Facilities and External Cooperation

Abstract

This research considers different ways of achieving technological sovereignty in Russia in terms of unfavorable external conditions, such as sanctions. These approaches include leveraging internal resources such as technological infrastructure, skilled experts and scientists, research and development funding, and government and business collaboration. Additionally, indirect support measures, such as government contracts and technology competitions, are deemed essential. A notable innovation in government support for IT projects is the introduction of technology loans. Furthermore, regions are expected to be central in pursuing technological sovereignty. External cooperation with BRICS, EAEU, and Asian countries, especially with China, will also help achieve technological sovereignty by deepening cooperation in the technological sector. It is marked that technological sovereignty does not equate to isolation. Through fruitful cooperation, Russia can receive more benefits and better and quicker results in technology. Russia’s technological and innovation strategy, which is focused on achieving sovereignty in key sectors that underpin economic stability and growth, is also analyzed. This chapter further examines the current challenges and proposes potential solutions to advance technological sovereignty in Russia.
