Abstract

Technological sovereignty is a core element of securing national economic, security, and development independence. National control of core technological infrastructure can also stimulate innovative agencies and build domestic technological competencies while decreasing dependencies on foreign actors. This research explores the role of technological sovereignty in advancing the Russian Federation’s economic independence and development. It outlines the key principles for developing technological sovereignty, which include promoting lifelong learning, entrepreneurship, innovation activity, investing in research and development, solving brain drain, controlling exports, revitalizing human resources, and eliminating sanctions. Furthermore, the research reviews the Russian Federation’s current level of technological sovereignty and explores the barriers impeding its development. These include a shortage of skilled labor and an overdependence on international technology. The findings reveal that technological sovereignty demands long-term commitments from private enterprise, society, and the government that foster an innovative and entrepreneurial environment. Furthermore, this research presents a roadmap for reducing the barriers and stimulating the enablers of technological sovereignty.
