Abstract

The authors conducted a comprehensive study on labor markets at the levels of the Saratov Region, the Volga Federal District, and the Russian Federation. The research analyzed the balance between labor supply and demand, identified trends in the development of regional and national labor markets, and outlined key employer strategies for meeting human capital needs. The authors explored opportunities to mitigate the labor shortage through increased productivity and the automation of business processes. The research focuses on labor market development trends as one of the key factors ensuring sustainable growth for the national and regional economies. The research aims to examine the dynamics of labor supply and demand in the Russian Federation and the Saratov Region to identify vectors of change, factors addressing organizational staffing needs, and additional opportunities to enhance competitiveness and labor productivity. The research was based on a synthesis of academic literature, conference proceedings, official statistical data, and information from job portals. The research methodology employed dialectical, systemic, and structural-functional approaches, as well as document and statistical data analysis, comparison, generalization, and synthesis. As a result of the research, it has been substantiated that the labor shortage at national and regional levels necessitates a transition to intensive economic practices, an expansion of digitalization, and the adoption of advanced labor organization technologies. These measures will serve as a foundation for increasing productivity and enhancing competitiveness.
