Abstract

This research focuses on the classification of measures to stimulate the development of intellectual property within the framework of Russia’s regional policy. The authors provide an overview of effective measures to ensure positive dynamics in the accumulation of intellectual property, as well as those devoted to the management of intellectual property. Using the Vladimir Region as an example, the authors show that the regional policy can include five instruments (legal, financial, infrastructural, tax, and social) and ten measures characterizing the qualitative and quantitative indicators of intellectual property. The instruments stimulating the growth of indicators characterizing the qualitative and quantitative indicators of intellectual property are classified and graphically displayed. According to the research data, the portfolio of applied instruments and measures to stimulate intellectual property development in the Vladimir Region has shown its effectiveness. During the research, the authors used general scientific methods, including induction, deduction, synthesis, and analysis. The authors also applied specific scientific methods, such as graphical and statistical methods. The proposed classification of instruments and measures of regional policy for stimulating the development of intellectual property can be used to adjust the strategy of socio-economic development and the prospective development of a master plan for the development of a territory with a focus on industries generating income from intellectual property.
