Abstract

This research aims to propose an approach to developing the social sector in rural areas. The main research methods include analyzing statistical information to assess the real situation in the development of the social sector of rural areas and synthesizing to connect all identified problems of rural areas and develop solutions in terms of information and communication support. The research object is the subjects of the Russian Federation that have rural territories in their composition. The authors identified the factors (development of settlements in rural areas, migration of the rural population, provision of educational and health facilities, and economic activity of the rural population) that can show an objective picture of the effectiveness of the development of the social sector in rural areas. The authors propose strengthening the effects and measures of agricultural policy in terms of rural development. The proposed measures include strengthening the component of information and communication support for rural areas, developing distance learning tools for the population of rural areas, and implementing educational work on the possibilities of information and communication technologies for the population of rural areas. The research determined that social entrepreneurship (social farming) is gaining importance.
