Pour un Sourire d'Enfant: The Need for a New Funding Model

Abstract

In June 2013, Mr Vibol La, the director of the Pour un Sourire d'Enfant Institute (PSEI) in Phnom Penh, Cambodia, received an email from his boss, Mr Sarapich Pin, the director of the non-governmental organisation (NGO) Pour un Sourire d'Enfant (PSE). PSE is a French NGO operating in Cambodia. Founded in 1995, PSE is dedicated to helping children and youth1 from poor families by providing them with good education and thus a chance to get their families out of poverty. Its initial operations started modestly near a dump in Phnom Penh. Today PSE boasts of a vast complex of school buildings and courtyards, capable of hosting classes and activities for 6,500 children. PSEI works as PSE's vocational education arm. The email mentioned that Sarapich had just attended the PSE board of directors' annual meeting in France. Anticipating stagnating or even decreasing donations from Europe, the board had set an objective of 25% of funds to be raised in Asia by the Cambodian office through donations or self-generated revenue. This was a big challenge for PSE and PSEI. The email concluded: “Since you have been here from the beginning, I trust your judgement. I want to have your insights on what we can do. Can we meet as soon as I come back next week?”…
