Abstract

For the greater part of their independent history, relations between the United States and Latin America seem to have been guided by the following quote of Thucydides in the Melian Dialogue: “…while the strong do as they can and the weak suffer what they must”. Which literally means that the powerful do what they want, while the weak endure what they must. Approaching the second decade of the new millennium, though, things have changed. As the United States and Latin America are increasingly drifting apart, the influence of Washington upon the latter is decreasing with every passing year…
