Abstract

While many people view mitigating climate change as a moral imperative or as a humanitarian necessity, others see it as an economic problem. Economists argue that because polluting is free, from the viewpoint of the polluter, the cost is external to them. For example, if polluters release CO2 into the atmosphere or waste into a river, it costs them nothing to do so and many of the subsequent consequences of their actions will be external to them. Thus, if polluting the environment costs you nothing, there is nothing incentivising you to stop…
