Abstract

In country after country of the European Union, serious debates are taking place as member states have to finish their national allocation plans (NAPs) for carbon dioxide emission allowances by 31 March. As this column is being written, only a few countries have produced drafts. The rest of the participating nations are working out major technical and political issues surrounding allowance allocation.
