Abstract

In 2016, Shenzhen, adjacent to the northern border of Hong Kong, was the city with the highest GDP per capita in China. Over 50% of the economy was high-tech related. This was an exceedingly remarkable accomplishment considering 30 years ago, the city was merely a fishing village. The city now drew its economic strength from technology and entrepreneurship. Indeed, budding start-up companies were spawned in the city’s many technology parks and virtual campuses. What made this accomplishment possible? To understand it, one needed to review the big environmental changes that had shaped the city in the previous three decades.
