Abstract

I applaud the Chicago Federal Reserve Bank for holding a conference on systemic financial crises and resolving large bank insolvencies, and I want to thank the organizers of the conference for giving me an opportunity to speak. This topic is an important one, and it is especially important to the Federal Deposit Insurance Corporation (FDIC). A key feature of the U.S. deposit insurance arrangements is the role of the FDIC as receiver of failed banks. This results in a bankruptcy mechanism for banks that is separate and distinct from the normal bankruptcy code.
