The Current Funding Policy of Kosovo Higher Education System and Its Effects on Student Decisions, and Study Programs Offered in Kosovo

Abstract

The Kosovo Accreditation Agency has accredited more than 290 programs, which are offered by 9 Public and 22 Private Higher Education Institutions (HEI). The private HEIs are more focused on offering studies in the field of Business Administration, Law and Services, while the Public HEIs are focused more on Education, agriculture and Engineering. ring the academic year 209/2020, there are 77,907 students that are following the upper secondary studies in Kosovo. Most of them are going to obtain the right to continue Higher Education studies in a two years' time. So far, no study took place in analysing the correlation between the current funding system of Kosovo HE and the student's decisions in career orientation. Also, there are no indicator analyses that explain at what level the current funding system of HE in Kosovo is affecting the study programs offered by the Kosovo HEIs. e aim of this research is to take first-hand information from: current students, high school students, graduates, HIEs managers, and to analyse the correlation between the funding policy of Kosovo HES, the study programs offered, and how this is affecting students in in choosing their field of study and their career orientation. e research will be primarily focused on qualitative methods and it will also analyse the views of three main stakeholders, students, policy makers and offers of study program in HE in Kosovo.
