Abstract

In the new knowledge-based economy, the governors are aware that their postsecondary education system is one of the most valuable assets of state economic security. They are a critical role in the economies of the state by conducting research, and dissemination and marketing of new knowledge. A new and unique data set is used to proxy internal flows of knowledge and ideas "we-the-world." We address rigorous cross-country heterogeneity in the production of knowledge and endogenous nature of the process. Knowledge production function parameters point to differences between countries. Domestic and foreign stocks of knowledge and ideas have a net positive effect on production (flows) of new ideas and economic security. Countries with a low level of knowledge in the family appear to improve their TFP considerably through the acquisition of knowledge. Given the heterogeneous nature of knowledge production among OECD countries, research and development policy should be tailored to the specifics of each country's economic security as a one-size-fits-all approach will not be effective.
