Abstract

Recent large declines in mail volumes have increased the intensity of many posts’ efforts to control costs by identifying and eliminating inefficiency. However, it is often difficult to identify the scope of inefficiency in postal operations, let alone determine the causes. In this chapter, we describe and apply a new method for estimating the probability density function (PDF) of inefficiency within a large sample of similar postal operations. This should assist postal operators in identifying what operations are the most inefficient and where efforts to improve efficiency should be concentrated.
