Social Groups and Economic Poverty: A Problem in Measurement

Abstract

In the context of poverty comparisons for homogeneous populations, axioms such as the principle of ‘symmetry’ and the principle of ‘transfer’ are routinely regarded as innocuous and un-contentious. However, and as this paper shows, these same principles tend to become rather more problematic when poverty comparisons are undertaken in the context of heterogeneous populations that can be partitioned into well-defined social groups.
