Abstract

Many nations now provide by law for a means for advancing or protecting the interests of groups when those persons or voters might not otherwise be able to win election to the national legislature. These provisions are the result of the work of many organizations. International treaties and standards allow special measures for advancing ethnic minorities or groups that have suffered past discrimination, and such measures are not considered necessarily discriminatory themselves. Many organizations have pushed for greater representation of women on party lists or in the national legislature.
