Preliminary Exploration of Exemption Methods for Single-Fault Criteria in Nuclear Power Plants

Abstract

The Chinese regulation titled “Design Safety Regulations for Nuclear Power Plants” (HAF102) mandates the application of the single fault criterion to all safety system combinations within nuclear power plant designs. This requirement aims to ensure that the designed systems maintain high reliability when subjected to design basis accidents. However, the universal implementation of the single fault criterion in design basis accident analyses may introduce overly restrictive design limitations. To address this issue, the present study examines the design of a passive residual heat removal system on the secondary side of a specific reactor type and proposes a methodology for exemption from the single-fault criterion. This approach is founded on a comprehensive assessment incorporating reliability analysis, risk evaluation, operating experience, and the interaction of safety systems. The proposed method guarantees that the safety system’s reliability is commensurate with the overall plant risk, thereby allowing simplification of the plant design in certain cases without compromising safety.
