What Makes Healthcare Sector Unique

Abstract

This chapter explains five unique features of healthcare services. These features are the unpredictability of demand, physician behavior, uncertainty of outcome, constraints on the availability of supply, and pricing policies. While some of these features are also observed in other types of services, such as education and legal services, the combination of these features is unique to healthcare. These features make it difficult for interventions like subsidies and taxes to bring about desired societal outcomes, justifying a class focused on improving access and outcomes while reining in costs in the healthcare setting.
