SMMA and State-SOEs-Market Relations

Abstract

The book argues that the SMMA is dictated largely by the interplay between the state and the NOCs. Their interactions, however, do not take play in vacuum. Rather, there are a variety of factors that can influence the SMMA. Also, this approach has special implications for the political economy of development. Previous literature like the developmental state model is based on the assumption of a state-market dichotomy. Under China’s approach, however, both the state and the market not only coexist and compete with each other, but also collaborate, and or play a role compatible with each other. Largely decided by the institutions where they are located, the SOEs are not passively subordinate to government mandates. With globalization and marketization going on, the SOEs’ behaviors are not static either.
